^ ロシアが現在の連邦制へ移行したのは1991年12月25日である。
^ 上述されているようにNISは［New Independent States］の略語であり、本来の単語を日本語へ直訳すれば「新独立国家」となる。要約すれば「ソ連崩壊で独立を完全に果たした国々」であり、特定の組合や団体といった組織的な観念を意味するものは含まれていない。
^ 発足当初は10か国。
