EUREKA（ユーレカ[1]）または欧州先端技術共同研究計画[1]、あるいは略称「E!」は、汎欧州研究開発と事業化の共同体である。
概要

EUREKAは政府と企業とのより良い関係の構築に尽力する。しかし軍事研究には参加しない。EUREKAは1985年7月7日の"パリ宣言"で設立され、それを元に1985年11月6日に各国の首相がハノーファー宣言を調印した。

41のメンバーで構成され、欧州連合（EU）を代表し欧州委員会が含まれる41のメンバーのうち欧州連合の27の加盟国が同時に加盟している。ブルガリアは2010年。

EUREKAは欧州連合下の研究計画ではないが政府・国家間を超えたものである。
