1995年ロシア下院選挙は、ロシア連邦議会の下院（国家院、Gosudarstvennaya Duma、定数450議席）の選挙。1995年12月17日投開票。

1993年制定の選挙法は、1995年選挙に合わせて若干の修正が行われ、各政党、選挙ブロックは比例代表選挙に登録するために、選挙前に遅くとも6ヵ月前には司法省に登録が義務づけられた。また、登録時に必要な名簿有権者数は、10万人分から20万人に引き上げられた。

選挙監視

選挙に当たっては、61カ国、993人の選挙監視人が登録された。また、全欧安保協力機構（OSCE）は434人の大選挙監視団を派遣した。[1]

マイケル・エマーソン駐在ロシア欧州連合大使は、選挙監視活動に当たり、選挙は「自由かつ公正」に行われたと言及した。[1].
