隈板内閣
^ 首相は1名であるので大命降下は原則1名に対して行われるが、この時点で結党直後の憲政会は正規の党首を決めておらず、大隈・板垣のどちらが党首になるかわからなかったため、両名セットで大命降下を受ける前例のない形になった。
^ 大日本帝国憲法上、政党員は軍部大臣に就任できないと解釈されている(伊藤之雄 & 2019上, p. 489)
^ この反省により、所謂「キャリア官僚」制度が誕生、官僚の人事は政党内閣でも容易に介入できないようになった(倉山満 & 自民党の正体, p. 59)。
