詳しい事情を一切打ち明け一心に同情心に訴えるように嘆き願う事を嘆願（たんがん）（または、懇願、哀訴、哀願）という。これらは、国や地方自治体といった国家機関ではない法人や個人に対して特に、通常では不可能である事を頼むと言ったニュアンスが多い。

また、何らかの刑事処分を受ける者に対して、刑罰の軽減または厳罰化にしてもらおうとすることも嘆願という。いずれにしろ、相手の同情心に訴えるため、客観的に見ると、妥当とは言い難いものである。
