宗教、主義、主張、グループ、民族、政治、結社、また、村や国家、軍によって、ある目的や、主張の元に形成された2人以上の集団により行われ、1人以上の反抗できない状態におかれた非戦闘員、一般の市民を殺人すること。なおかつ、ジュネーブ諸条約に基づく戦闘に該当しない殺人。法的には、定義や基準について曖昧な要素が多く、「虐殺」という言葉は感覚的に使用されることが多い。
一般の報道では、手口の冷酷さや死体の惨殺の有無によらず、明らかに抵抗できない者が集団によって不法に殺された事件で虐殺と呼ばれることが多い。現代の報道の例の多くは、戦争的状況である勢力によって一般人犠牲者が出たとする事件を虐殺と呼ぶ事もある。チベット虐殺のように直接の殺害と別に圧政の強制政策によって多くの餓死犠牲が出た数字をまとめて虐殺数と語られていることもある。国際的に一般人への大規模な事件で使われることが多く、国外の戦争について虐殺という表現だけで組織的で大規模な民衆殺人と解釈されることもある。このため、虐殺事件の内容に議論があるときにさらに大をつけて「大虐殺」と呼ぶ場合に、対立的混乱の一因になっている。
国際法では虐殺が規定されているが、時代に不変ではない。それは、基本的に意図を持ってある程度の人数を不法に殺すように命令されたものであり、個人的な犯罪の集合とは別である。
殺害の犠牲者が一人ないし少人数でも、非民主的な権力体制により残虐に殺された事件（官憲による集団暴行、拷問死など）については虐殺と呼ぶ場合がある。戦前の通州事件（漢民族を中心に構成される中国冀東防共自治政府保安隊が日本軍特務機関・日本人居留民に対して行った虐殺、強姦、放火事件、日本人・朝鮮人遭難者385名）や平頂山事件（保守的な意見によると数百人、なお住民を無差別殺戮した後大量の遺体を燃やし証拠隠滅を図ったとされる）などがその例である。
虐殺、大量虐殺、ジェノサイド、戦争犯罪、などこれらはそれぞれ意味が異なる面がある。 一般の言葉では虐殺の英訳は Slaughter
英語での表現
刑事犯罪の分野で酷たらしい手口で殺されたことを示す場合は、「惨殺（死体）」が多く使われている。
