^ 1973年（昭和48年）12月19日（72回国会）の国会衆議院建設委員会において、大村襄治政府委員（内閣官房副長官：第2次田中角栄第1次改造内閣）は「軍国主義思想とは、一国の政治、経済、法律、教育などの組織を戦争のために準備し、戦争をもって国家威力の発現と考え、そのため、政治、経済、外交、文化などの面を軍事に従属させる思想をいうものと考えられるのでございまして、この思想に深く染まっている人とは、そのような思想がその人の日常の行動、発言などから明らかにくみとれる程度に軍国主義思想に染まっている人、言いかえれば、単に内心に軍国主義思想を抱くだけではなく、これを鼓吹し普及をはかる等、外的な行為までその思想の発現が見られるような人をさすものと理解しております。」と答弁している。
