^ 州の平等を議論するときジェファーソン・デイビスは次のように語った。「誰が前もって州の権限に猛烈な攻撃を掛けただろうか?また連邦政府が州の権限を潰して強制すると誰が考えただろうか?今日でもその者はその原理を繰り返し述べている。その者はこれが我々が学ぶことになる政府だと告げ、単に州の政府であるだけではなく、合衆国の人民それぞれの政府だと告げている。」[18]。
