ただいま議題となりました公営住宅法案につきまして、提案の理由、及び要旨について御説明申し上げたいと思います。

御承知のごとく、政府は戦後毎年地方公共団体に建設費の半額に当る補助金を交付して、低家賃の庶民向賃貸住宅を建設させているのでありますが、それは、ただ年々公共事業費予算のうちに、国庫補助金を計上するという予算措置だけに依存するものでありまして、恒久的な国の政策として確立されたものではないのであります。

外国の例を見ますると、イギリスでは今から100年前、すなわち1851年に早くもシヤフツベリー法と称する労働者住宅法が制定されて、地方団体が低家賃の賃貸住宅を労働者に供給する道を開き、この法律に基く方策は今日まで継承されております。

アメリカでも1937年の合衆国住宅法によりまして、地方当局による低家賃公営住宅の供給方策を確立しているのであります。

西ドイツ、イタリア、オランダその他のヨーロツパ諸国におきましても、公営住宅に関する法律を持つ国が多いのであります。

これらの外国の例をまつまでもなく、わが国におきましても、特に戦後の困難な住宅問題を解決するためには、国の助成による公営住宅の供給方策について、すみやかに立法措置を講じて、この方策を恒久的に確立する必要があるのであります。

公営住宅法案は、以上の観点に立つて国の補助による公営住宅の建設、補修及び管理に関して規定いたしまして、公営住宅の計画的供給に関する、国と地方公共団体の責任及び公営住宅の建設に要する費用の、両者の負担の限界を明確にするとともに、公営住宅の管理の適正化をはかつた次第であります。
