ただ、「干渉」は「介入」より強い意味を込めて用いられることが多く、違法性を主張する際には「干渉」という語が多く用いられる[1]。
^ 上野友也「国際秩序と人命救助」[2]。同じくロバーツの定義を引用した他の論文の例として、「ある国において、住民に対して大規模な苦痛や死がもたらされているとき、それを止めることを目的として、その国の同意なしに軍事力をもって介入すること」[3]など。なお、英文では“coercive action by one or more states involving the use of armed force in another state without the consent of its authorities, and with the purpose of preventing widespread suffering or death among the inhabitants.” (Alex PalmerBeyond Humanitarian Intervention)[4]。
