^ 原文：本條例第二條第二款之施行區域，指中共控制之地區。
^ 「探親」は「多く長い間会っていない親族に会いに行く」という意味の中国語で、ここで言う「探親旅行」は国共内戦で離散した家族に会う目的で台湾から中国大陸へ行く旅行を指す。
^ なお、南海諸島は民間の定住者がいないため同通知で一切言及されていない。そのため、同通知が述べる「大陸」の範疇に南海諸島が入るか否かは不明確である。

^ 第二次国共内戦の敗北に伴い、1949年12月7日に国民政府が大陸部から台湾へ移転した出来事を指す。

^ 中華民国は外蒙古の領有権を主張しており、国民政府は地方行政区分として蒙古地方を設置していた。だが、実際はロシア帝国・ソビエト連邦の度重なる政治介入により、外蒙古はモンゴル人民共和国（モンゴル）として独立（1924年）するかトゥヴァ自治州（トゥヴァ）としてソ連に編入（1944年）されていた。その後、国民政府は中ソ友好同盟条約（1945年）の締結によってトゥヴァの領有権を放棄し、かつ同条約の交換公文に基づいて行われた住民投票の結果を受け、1946年1月5日にモンゴルの独立を承認した。しかし第二次国共内戦の敗北によって中華民国政府が台湾への移転を余儀なくされると、政府はソ連による条約の不履行を理由として1953年2月24日に条約を破棄し、モンゴルの独立承認ないしトゥヴァの領有権放棄を取り消した。
