^ 米国議会はまだ長崎の領事を任命しておらず、ハリスのウォルシュの選任は必要に迫られてのことだった。ウォルシュは実際には、商人の代理領事といった立場で、無給で領事として務める傍ら、個人の商業を営むことも許されていた。彼の主な職務は領事裁判官としての任務と、アメリカ政府の様々な公文書を管理することであった。
