構成共和国のロシア・ソビエト連邦社会主義共和国とザカフカース社会主義連邦ソビエト共和国の国名にも「連邦」の文字が含まれるが、こちらは Союз ではなく Федерация の訳である。旧ソ連圏の統合を目指しているユーラシア連合やユーラシア経済連合の Союз は「連合」と訳されている。日本語読みでは Союз はソユーズで知られる。ソ連を構成したロシア・ソビエト連邦社会主義共和国と、その後継国家ロシア連邦は「Федерация（連邦）」である。

ソビエト連邦は、国名に固有名詞（地名）を含まない世界でも希有な例であるが、連邦を構成する各共和国の国名には「ロシア・ソビエト連邦共和国」など地名が含まれている。

一部の西側諸国ではソビエト連邦全体を指して「ロシア」（Russia）と呼び続ける例も多かった。日本では労農ロシア[22]や赤露[23]などとも呼ばれたが、「ソ連」「ソビエト」（NHK等）「ソビエト連邦」が一般化した。

ソビエト連邦における国家の象徴として用いられたのは、赤い星ならび鎌と槌をベースとした国章であった。これはソビエト国家ならびに十月革命を体現する構成国家と共産革命における特徴的な記号として大きな意味を持つものとなっていた。
