映像の設計図である絵コンテを作成し、それを元に動きの要所となる開始・中間・終了の画（原画も参照）を描き、その間をつなぐ連続する画（中割りも参照）を描きおこし、紙に描かれた線画の動くパラパラマンガが完成する。
これを、「セル」と呼ばれる透明なシートに転写（トレース、トレス）し、裏面に彩色しセル画は完成する。セル画と背景を組み合わせ撮影され動画は完成する。
詳細は、アニメ (日本のアニメーション作品)#製作工程の省力化とデジタル化も参照。 連続して変化する静止画を素早く入れ替える事により発生するファイ現象を利用した映像手法。動いて見えるのは残像効果によるもので、目と脳は瞬間の画像を記憶し自動的に平滑化している。 自然に動く映像と錯覚させるには、最小で毎秒12コマ（フレームレート）で描画する必要がある。また毎秒70コマ以上になると、知覚限界に達し、動きのスムーズさは向上しなくなる。 自然に動く映像と見せるには、毎秒24コマ程度が必要で、映画は毎秒24コマで撮影される。毎秒12コマ未満では、画像の切り替わりに気づいてしまうが、日本のテレビアニメは毎秒8コマが主流である。これはアニメという様式化した手法だから可能なこといえる。 詳細は「コンピュータアニメーション#錯覚と残像」も参照 人物などの自然な動作を追求した表現手法で、1秒あたり24枚のセル画で撮影される 詳細は「フル・アニメーション」を参照。 フル・アニメーションより簡略化された抽象的な動作を表現する手法として考案され、1秒あたり12枚のセル画、2コマ/1枚のセル画で撮影される。 アメリカのアニメーション制作会社UPAで導入された。後にセル画の作成枚数を減らす省力化のためにハンナ・バーベラなどで採用される。 詳細は「リミテッド・アニメーション」を参照。 日本では、1秒あたり8枚のセル画、3コマ/1枚のセル画で撮影される。また、キャラクターの目や口の部分的セル画作成や、多数登場するキャラクターのうち、1,2名のみが動くなど、独自のスタイルで表現される。 テレビアニメ『鉄腕アトム』制作を指揮した手塚治虫が、制作費や制作時間を削減するために採用した。低価格で販売され、世界的に普及した日本製セルアニメーションは、アニメと呼ばれる日本独自の表現様式として、日本以外の国で製作されるアニメーション作品とは違うもとの認知されるようになる。 詳細は「アニメ」を参照。 同年12月、アメリカのアール・ハード 1927年、日本初のセルアニメとしては、大藤信郎の「影絵アニメ」『鯨』一部で使用された。 1930年代、日本では個人工房で小規模に行なわれており「切り絵アニメ」が主流であった。非常に高価なセルの導入は遅れ、使用される場合も全編ではなく、部分的な使用に留まった。切り絵より表現が優れていても高価で使用できなかった。 1933年、元ディズニー技術者であったアブ・アイワークスがマルチプレーン・カメラを考案。最大4枚のセルを立体的に組み合わせて撮影することにより、奥行きのある立体的な動きを表現できるようになった。この手法は、『白雪姫』（1937年）で開花し、日本のアニメ制作の第一人者であった瀬尾光世や持永只仁らに大きな影響を与え、『アリチャン 1943年、日本初のフルセルアニメーション『くもとちゅうりっぷ』が政岡憲三により制作される。第二次世界大戦時、軍部が国威発揚の為にアニメーション制作の予算を出したことによりセルアニメーションが普及する。戦時色の強い内容ながら、瀬尾光世の『桃太郎の海鷲』（1942年）、『桃太郎 海の神兵』（1944年）などの作品が制作された。 詳細は、セル画#歴史・アニメーション映画#歴史を参照。
