2019年に実施された政府に対する抗議デモの中で野党・統一国民運動議長のニカ・メリアが大規模な暴力を扇動したとして、2021年2月、トビリシの裁判所はメリアの逮捕を命じた。ガハリアはこの決定を国を二分させるものとして批判し、2月18日に首相辞任を表明した[20]。2月22日に首相を退任。
