特殊作戦執行部（英語: Special Operations Executive, SOE）とは、第二次世界大戦中のイギリスに設置されていた秘密組織である。1940年7月22日、内閣の承認のもと戦時経済相（英語版）(Minister of Economic Warfare)のヒュー・ダルトン（英語版）が設立した。その任務はナチス・ドイツを始めとする枢軸国の支配下にあるヨーロッパ各地における諜報・秘密作戦・特殊作戦・特殊偵察（英語版）・不正規戦などの展開、現地レジスタンス運動の支援などであった。

設立当初にはナチス・ドイツによる英国本土侵攻に備えた秘密対独抵抗組織である補助隊（英語版）(Auxiliary Units)の編成もSOEの任務に含まれていた。

当時、SOEの存在はごく一握りの者しか知らされていなかった。これら少数の人物らはしばしばSOEを「ベイカー街遊撃隊」と通称し、他には「チャーチル秘密軍」(Churchill's Secret Army)や「非紳士的戦争省」(Ministry of Ungentlemanly Warfare)といった俗称でも呼ばれた。保安上の理由から、SOEの各部局は「合同技術委員会」(Joint Technical Board)や「相互勤務調査局」(Inter-Service Research Bureau)といった曖昧な秘匿名称が与えられていたり、場合によっては航空省（空軍省）や海軍本部（海軍省）、戦争省（陸軍省）などの部局に偽装されていた。

SOEは英国の主要な同盟国であったアメリカ合衆国およびソビエト連邦の合意の元、これらの同盟国が特別に定める場合を除き、基本的に枢軸国および被占領国全域での展開が認められており、任務によっては中立国領内で活動する場合もあった。SOEが直接雇用していた構成員は13,000名ほどで、そのうちおよそ3,200名が女性であった[1]。
