明治維新後に爵位を得て公爵となっていた旧長州藩主毛利家の毛利元昭が、国許に建てた邸宅と庭園[3]。東京ではなく山口に場所を定めたのは、明治23年（1890年）に毛利元徳が定めた家憲により、公爵毛利家の本拠は山口の「土地健康にして且つ交通便利の地」にすることが規定されていたことによる[4]。東京の高輪邸（後述）や、江戸時代に三田尻に建てられていた三田尻邸（三田尻御茶屋）に対して、多々良邸（又は防府邸）とも呼ばれていた。
