栃木市（とちぎし）は、栃木県の南部にある人口約15万人の市。栃木県内人口は宇都宮市、小山市に次ぐ第3位。

市街地には蔵造りの家屋が並ぶ街並み（蔵の街）が保存されていることから、小江戸、小京都、関東の倉敷などと呼ばれ、観光地としての人気も高い。また、市南部にはラムサール条約登録湿地に指定されている渡良瀬遊水地が所在している[注釈 1]。
概要

江戸時代には市内を流れる巴波川を利用した江戸との舟運と、朝廷から日光東照宮へと派遣された使者（例幣使）が通行した例幣使街道の宿場町として盛えた商都で、「蔵の街」の別名を持つ。戦災を免れたため、歴史的な寺院のほか、市街地には江戸時代から明治時代にかけての蔵や商家などが多く残っており、「美しいまちなみ大賞」を受賞している[1]。こうした歴史資産を観光資源化し、関東地方では埼玉県川越市や千葉県佐原市（現・香取市）とともに小江戸サミットを開くなど「小江戸」として知られ、「関東の倉敷」とも呼ばれる。また、市西部にある太平山からの景色は「陸の松島」として観光名所ともなっている他、市南部の渡良瀬遊水地・谷中湖は小型ヨットやウィンドサーフィンに適しており、貴重な植物も数多く生息している。こうした市内の観光名所には、年間約200万人の観光客が訪れている。

国や県の各種出先機関や裁判所などの行政機関が集まるなど、栃木県南部における行政都市としての性格を持つ。廃藩置県後の一時期には旧栃木県（現在の栃木県南部と群馬県の一部）、および宇都宮県との合併後の栃木県の県庁所在地であった。

前述した渡良瀬遊水地付近には、全国でも珍しく平野部に存在する[2]三県境（群馬県、埼玉県との県境）がある。
都市名の由来

「栃木」という地名には、開拓したとき中心にあった栃の木に由来するという説や、神明宮の社殿の10本の千木（ちぎ）にちなんで「十千木」（とちぎ）と称したことによるという説など、さまざまな説がある[3]。なお江戸時代まで漢字は「杤木」（または「橡木」）とされていたが、明治維新後に太政官から下付された県印に依拠して改められた[4][5]。
