印旛地域にある業務核都市で、成田都市圏の中心都市であり、成田商圏を形成する商業中心都市[1]。国家戦略特区、構造改革特区、国際観光モデル地区、国際会議観光都市および拠点空港都市。財政力指数は日本全国813市区中第4位であり[注 1][2]、門前町の歴史的町並みは日本遺産に認定されている[3]。
1954年（昭和29年）市制施行。 国際線旅客数および貿易額日本最大の国際拠点空港[4]である成田国際空港を有する国際ビジネス・イノベーションの拠点空港都市である。初詣の寺院参拝客数日本一の成田山新勝寺（成田参詣）などで知られており、市の観光入込客数は推計で約1319万人、宿泊客数は約308万人を記録する日本屈指の観光都市でもある[注 2][5]。 訪日観光客がよく利用する所謂「ゴールデンルート[注 3]」と称される関西国際空港 - 大阪 - 京都 - 名古屋 - 富士山 - 箱根 - 東京 - 成田 - 成田国際空港の訪日観光コース上の拠点（宿泊・周辺観光）となっている[6]。また、観光庁による広域観光周遊ルート形成促進事業の広域関東周遊ルート「東京圏大回廊」においても江戸回廊ルートとして組み込まれている[7]。 古くから成田山新勝寺、宗吾霊堂の二大霊場を有する門前町として栄えた。明治時代には宮内庁下総御料牧場が置かれるなど、1950年代まで観光と農業の振興を二大施策とした純農村型都市であった。1960年代に入ると市の南東部に成田国際空港[注 4]の建設が決定され、1978年（昭和53年）の空港開港や日本の高度経済成長期（1954年 - 1973年）とともに成田市の市域が拡大し、経済発展の影響から産業構造に多大な変化がもたらされた。現在では農業人口は減少し都市近郊農業型へと転換している。その反面、ゴルフ場や空港関連のサービス業など第三次産業が生まれ、新たな雇用が創出された。また観光面にも力を入れており、成田山新勝寺では正月三が日だけで270万人（非公式）、年間4000万人（成田市推計）ともいわれる参拝客で賑わう。 成田空港における航空機の騒音
