尼港事件（にこうじけん、露: Николаевский инцидент Nikolayevskiy Intsidyent, 英: Nikolayevsk Massacre[1][2][3]）は、ロシア内戦中の1920年（大正9年）3月から5月にかけてアムール川の河口にある日本人統治状態にあったニコラエフスク（尼港、現在のニコラエフスク・ナ・アムーレ）で発生した、赤軍パルチザンによる大規模な住民虐殺事件[4]。尼港虐殺事件[5]やニコラエフスク事件ともいう。

首謀者は赤軍司令官の一人であるヤーコフ・イヴァノーヴィチ・トリピャーツィンである。港が冬期に氷結して交通が遮断され、孤立した状況のニコラエフスクを、パルチザン部隊4,300名（ロシア人3,000名[6]、朝鮮人1,000名[6][7]、中国人300名[6]）（参謀本部編『西伯利出兵史』によれば朝鮮人400 - 500名、中国人900名[8]）が占領し、停戦協定を無視して白軍を武装解除、白系ロシア人とみなしたニコラエフスク住民に対する略奪・処刑を行った[9]。それとともに日本軍守備隊に武器引渡を要求した。これに対して決起した日本軍守備隊を中国海軍艦隊(1929年の中ソ紛争で壊滅)と共同で殲滅すると[6][10]、老若男女の別なく、最終的に日本統治状態であった尼港の総人口の半分である6,000名超えが殺された[11]。赤軍パルチザンによる日本人居留民、日本領事一家、駐留日本軍守備隊への虐殺は、国際的批判を浴びた[12]。日本人犠牲者は判明しているだけで731名にのぼり、ほぼ皆殺しにされた[13]。建築物はことごとく破壊されニコラエフスクは廃墟となった。この無法行為は、結果的に日本の反発を招いてシベリア出兵を長引かせた。小樽市の手宮公園に尼港殉難者納骨堂と慰霊碑[14]、また天草市五和町手野、水戸市堀原、札幌護国神社にも殉難碑がある[15]。
事件の背景
シベリア出兵の混迷「ロシア内戦」および「シベリア出兵」も参照ウスリースク（ロシア極東）で赤軍に殺害されたチェコスロバキア軍団将兵（1918年）シベリア出兵中の連合軍によるパレード。アメリカ・フランス・大英帝国・大日本帝国など各国の国旗、軍旗が掲げられている（1918年）

1918年（大正7年）8月に始まった日本のシベリア出兵は、アメリカ合衆国の呼びかけによる共同出兵であり、当初はアメリカの提議に従って「チェコ軍団救援」を目的とし、「ロシア内政不干渉」を謳ったものだった。しかし、チェコ軍団は赤軍と戦闘状態にあり、ボリシェヴィキ政権とは敵対していたので、ロシア内戦への干渉なくして救援は不可能であり、そもそもアメリカの提議自体に大きな矛盾があった[16]。
