坂西 志保（さかにし しほ、1896年（明治29年）12月6日 - 1976年（昭和51年）1月14日[2]）は、日本の学者、評論家。外務省や参議院の専門委員、選挙制度審議会委員、中央教育審議会委員、憲法調査会委員、日本ユネスコ国内委員、放送番組向上委員会委員長、立教大学講師、警察育英会理事長、国家公安委員会委員などを務め、立法・行政・教育と多岐にわたり活躍した。

なお、名についてしおとする資料もある。志保自身の英文署名や自身が米国で出版した書物には「Shio」が使用されており、日本語署名には「志保」を用いており「しほ」はその読みである。戸籍には「シホ」とある。「志保」は聖書の「地の塩」による[注釈 1]。
経歴

神奈川県横浜から北海道後志国忍路郡塩谷村伍助沢（現：小樽市塩谷）に開拓民として1893年(明治26)に入植した坂西傳明夫妻の娘として1896年（明治29）に生まれる[4]。（東京・神田駿河台生まれとの誤報[2]があるが後述）父の坂西傳明は、北海道へ渡る以前は横浜の外国人居留地で警察官(巡査)をしていたことからキリスト教徒になった。志保も幼少時にキリスト教の洗礼を受けた。塩谷尋常小学校伍助沢分教場を卒業。小樽で育ち、宣教師クララ・ロースの設立した小樽初の女学校である静修女学校に進学して、ロースより英語、音楽、聖書などを学び、ロースから強い感化を受け高い向学心を持った[5][6]。しかし、1914年（大正3）ロースの急逝と同校の休校廃校により、父の且つての地に近い、横浜山手にあるプロテスタント系の捜真女学校に転校した。1918年（大正7）同校英文専科を卒業後、新たに開学した東京女子大学（旧制、淀橋町 初代学長新渡戸稲造）に第一期生として入学[7]。
