国際治安支援部隊（こくさいちあんしえんぶたい 英: International Security Assistance Force）は、国際平和活動のひとつ。アフガニスタンの治安維持を通じアフガニスタン政府を支援する目的で、2001年12月5日のボン合意[2]に基づく2001年12月20日の国連安保理決議1386号[3]により設立された。当初は有志国の集まりからなる多国籍軍により構成されていたが、後に北大西洋条約機構（NATO）へ移管された。略称はISAF（アイサフ）。標語は、"??? ?? ??????"（komak aw hamkari、パシュトー語で「相互協力」の意）である。

ISAFの作戦本部はアフガニスタンのカーブルにあり、司令本部はオランダのNATOブルンスム統連合軍司令部に置かれる。いずれも、欧州連合軍最高司令官（Supreme Allied Commander Europe: SACEUR）の指揮下にある。

2014年末に任務を終了し、アフガニスタン政府へ治安権限移譲を行った。確固たる支援任務に引き継がれた。
設立根拠

国際治安支援部隊（ISAF）は、NATOによる活動を国連が承認したもの。設立は、2001年12月20日の安保理決議1386号により、国連憲章第7章の発動の下で行われる軍事的強制措置[4]、すなわち集団安全保障の実行措置として、憲章第43条の規定に基づいている。軍事的強制措置は、「安全保障理事会と加盟国の間の特別協定に従って提供される兵力・援助・便益」によって行われる。ISAFはこの措置に従い、2001年12月31日にアフガン暫定政府と軍事技術協定（Military Technical Agreement）[5]を結んでおり、この協定はアフガン正統政府の発足後、2003年12月9日に再び調印されている。ただし、この協定はISAFとホスト国の間で交わされたものであり、国連とISAFの間で交わされたものではない。憲章第43条の規定は部分的にのみ履行されており、安保理・加盟国間の協定は成立していない。

2007年9月19日の安保理決議1776[6]及び延長前の1707（2006年9月12日採択）[7] において、ISAF司令部に対し、「事務総長を通し安全保障理事会に対しその活動委任内容の履行状況について四半期ごとあるいは定期的な報告を行うことを要請する」という主旨の決定事項が決議本文に記載されているものの、国連憲章 ⇒第1章に基づく平和維持軍ではない。ISAFは、湾岸戦争における678（武力行使容認決議）と同様、国連憲章第7章に基づき「国連安保理に派遣を承認された有志国連合軍」（いわゆる「多国籍軍」）である[8]。
根拠文書

ISAFの設立を承認した安保理決議1386は、ボン合意の付帯文書I、「ANNEX I: INTERNATIONAL SECURITY FORCE」）[9]の規定に基づきその履行措置として採択された。付帯文書Iの当該箇所の要旨（仮訳）は次のとおり（太字部分が、当初想定されていた任務内容である）。
この会議の参加者一同は、アフガニスタンにおける治安と秩序の維持はあくまでアフガン国民自身の責務であることを認める。このため、会議の参加者一同は、国連要員、国際機関及びNGO要員が安全な環境の中で活動できるようにするため、許容される限りの手段と影響力を行使して治安の維持に務めることをここに約する。

上記目的を念頭に、この会議の参加者一同は国際社会に対し、保安部門及び国軍の創設についてアフガンの新政府当局を支援することをここに要請する。

アフガン独自の保安部門及び国軍の確立には相当な時間がかかることを想定し、この会議の参加者一同は国連の安全保障理事会に対し、国連授権のある部隊の早期派遣を求める。この部隊は、カーブルならびにその周辺地域における治安維持支援の任に当たるものとする。同部隊は、適当であると判断される場合は、必要に応じて、他の都市部及び地域へと展開することが可能であるとする。

この会議の参加者一同は、国連授権の部隊が展開されるカーブルその他都市部およびその他地域から、各々の軍隊を撤退されることを約する。またこの部隊は、アフガニスタンの国内インフラの復興を支援する能力を有するものであることが望まれる。

任務

国際治安支援部隊（ISAF）は、アフガニスタン政府、国連アフガニスタン支援ミッション（UNAMA)、国際機関（IGO）および非政府組織（NGO）と連絡及び協力することにより各機関と連携してその任務を果たす[10]。ISAFの任務は、「アフガニスタン当局者及び、特に人道・復興分野に従事する国連要員その他国際文民要員等が安全な環境で活動できるよう、アフガニスタン国内の治安維持について同国政府を支援すること」である。
