国民軍（こくみんぐん、フランス語: Garde nationale）とは近世に発生した軍隊の新しい形態の一つ。

初めて大規模に運用したのはナポレオン・ボナパルトであった。それまでの騎士などの貴族階級や傭兵など戦争の「専門集団」に代わるものである。自発的に志願したため士気が高い反面、一定度以上の教養のある国民でないと運用が難しいという問題点もある。

それまでの封建制においては、騎士や武士などの戦争のために存在する貴族が指揮官となって、臨時で徴兵した領民やフリーカンパニーのような金で雇える戦力（傭兵）を率いていた。領民は強制的に徴兵された素人であることから士気や能力は低く、傭兵は忠誠心が薄いため支払いが滞ると即座に撤退してしまうなど、軍隊が不安定になる要因となっていた。

フランス革命戦争の際、フランス軍は義勇兵が満期を理由に帰郷し常備軍は給与の未払いにより士気が低下していたため、戦力補強として国民公会が30万人募兵令を発表したがほとんど集まらず逆にヴァンデの反乱が発生し、志願兵を基本とする国民総動員令が公布された。ナポレオンは練度の低さを戦略により補い電撃的な勝利を収めた。これ以後は欧米を中心にこの形態が主流となっている。
