古代古くは阿川郡とも書いた。資料的な根拠はないが、7世紀の評制施行とともに設置されたと考えられている[1]。存在が確認できるもっとも古い資料は、平城宮跡の発掘調査で見つかった「土左国吾川郡」と書かれた木簡である。この木簡は天平7、8年頃（735年、736年）頃のものと推定されるので、吾川郡もそれ以前に設置されたことになる[2]。史料的には、天平勝宝4年（752年）10月に書かれた造東大寺司牒に、土左国の吾川郡大野郷に東大寺の封戸が50戸あるというものが初見である[3]。また、西大寺旧境内で見つかった宝亀2年（771年）以前と推定される木簡に、土佐国の阿川という郡が見える[4]。当初は現在の桂浜付近から窪川に至る大きな郡であったが、承和8年8月23日（841年9月11日）に8郷のうち西部の4郷を高岡郡として分割した。
