佐世保市（させぼし、させほし[1]）は、長崎県の北部地方にある市。県北部の中心都市で、長崎県では長崎市に次いで2番目、九州では9番目に多い人口を擁し[注釈 1]、中核市及び保健所政令市の指定を受けている。明治時代に入り東彼杵郡最北端の寒村にすぎなかった佐世保村 [2]に日本海軍の鎮守府（佐世保鎮守府）や海軍工廠（佐世保海軍工廠）が設置され、それ以降は造船および軍港の町・軍都として発展した。第二次世界大戦終結後から現在にいたるまでも、海上自衛隊佐世保基地及び在日米海軍佐世保基地が所在しており、海上防衛の重要な拠点となっている。また、西海国立公園（烏帽子岳・弓張岳）や日本最大級のテーマパークであるハウステンボスに代表される観光都市でもある。市制施行当時の市域は旧東彼杵郡佐世保村のみで[3][4]、その後の合併により旧東彼杵郡の一部、旧北松浦郡の一部地域も市域に含む。市制施行時、市民の8割が隣の佐賀県からの移住者であった[5]。長崎市とは離れているため、経済圏は異なる。

九州地方の北西端にして長崎県の北部、北松浦半島の付け根から同半島の中南部までの地域を主な市域とする。位置的には長崎市の北北西約50km（陸路における最短距離は約60km）である。市域西側・南西部・南部で海に面しており、市域東側では佐賀県と県境を接している。また、2006年に五島列島北端の旧北松浦郡宇久町と合併したことにより、離島部にも市の範囲が広がっている。

長崎市ほどではないが、坂の多い町並みが特徴である。市域中央部の中心市街地まで山地が迫っているため、自転車の利用は少ない。市域中西部の相浦地区や南部の早岐地区にも市街地がある。

佐世保の上空は、烏帽子岳を代表として、東西南北へ行き交う渡り鳥の十字路にもなっている[6][7]。
