歴

京都市長（きょうとしちょう）は、京都市の首長たる特別職の地方公務員。1898年に設置。
概要

初代から8代の市長は京都市会が推薦し内務大臣が選任した。それ以前は市制特例により京都府知事が京都市長の職務を兼ねていた。1927年の9代市長からは市制改正により市会が選挙で選んだ。1947年以降は公選により選出される。

歴代の市長が京都市交響楽団の楽団長、世界歴史都市連盟の会長などに就任している。京都三大祭りの祇園祭では山鉾巡行のくじ改め、時代祭では名誉奉行の役を務める。

現在の市長は松井孝治。2024年2月4日初当選（63歳）、2月25日に就任し、現在は1期目。任期満了日は2028年2月24日。元内閣官房副長官は井上清一に続き2人目。

京都市に市長の職位が設置されてから27代、27人が就任した。第2代市長は西郷隆盛の長子の西郷菊次郎[2]。

1内貴甚三郎1898年（明治31年）10月12日1904年（明治37年）10月11日京都市会が地元の名望家の就任を目指して三井総家と交渉するも断られ、次いで現職京都府知事と交渉するも不調に終わる[3]。その後、市会は選挙で3名の候補者を立て、第1候補の内貴が選任された[3]。6年任期を満了[3]。
2西郷菊次郎1904年（明治37年）10月12日1911年（明治44年）7月13日市会選挙で3名の候補者を立て、第1候補の西郷が選任された[3]。在任6年半ののち、病気のため辞任[3]。
3川上親晴1912年（明治45年）1月6日1912年（大正元年）12月20日市会選挙で3名の候補者を立て、第1候補の川上が選任された[3]。警視総監に就任するため、在任期間1年を待たず辞任した[3]。
4井上密1913年（大正2年）3月31日1916年（大正5年）7月19日市長選考委員会が3名の候補者を推薦し、第1候補の井上が選任された[3]。病気のため辞任[3]。
5大野盛郁1917年（大正6年）1月10日1918年（大正7年）5月7日市長選考委員会による後任選びが不調に終わり、市会選挙で3名の候補者を立てるも、第1候補の中川小十郎が辞退し、紆余曲折の末、やり直し選挙で3名の候補者を立て、第1候補の大野が選任された[3]。しかし、一身上の都合により、在任期間1年余で辞任した[3]。
6安藤謙介1918年（大正7年）11月29日1920年（大正9年）12月3日市会選挙で3名の候補者を立て、第1候補の安藤が選任された[3]。
7馬淵鋭太郎1921年（大正10年）7月22日1924年（大正13年）9月19日市長選考委員会が現職京都府知事・馬淵鋭太郎との交渉を整え、市会は選挙で選ぶ候補者3名の筆頭に立て、馬淵が選任された[3]。最後は突然に辞任した[3]。
8安田耕之助1925年（大正14年）2月21日1927年（昭和2年）8月9日市長選考委員会が内務省都市計画局長と交渉するも辞退され、安田を推薦する[3]。紆余曲折の末、市会は選挙で3名の候補者を立て、第1候補の安田が選任された[3]。病気のため、辞任した[3]。
9市村光恵1927年（昭和2年）8月20日1927年（昭和2年）11月13日市長選考委員会が京都帝国大学教授・市村光恵の推薦を投票で決定し、市会は氏の意志を確認したうえで京都市政初の直接選挙を執り行い、市村が当選した[3]。しかし、市役所人事を巡って市会と対立し、就任後わずか3か月で辞任した[3]。
