上越地方（じょうえつちほう）は、新潟県の南西部を指す。構成する自治体は上越市・妙高市・糸魚川市の3市であり[1]、中心都市は上越市[2]。新潟県を地理的に4つの地域に区分するうちの一つであり、他の3つは下越地方・中越地方・佐渡地方となる。

かつての越後国（新潟県本州部分）は、上方（京都）に近い方から、上越後（かみえちご）・中越後（なかえちご）・下越後（しもえちご）と呼ばれていた。そのうち、「上越後」を略した「上越」が新潟県南西部の地域名として用いられるようになった。
概要

北を日本海、南を妙高山、東を米山、そして西を親不知（飛騨山脈）に挟まれた地方である。北陸自動車道・国道8号が幹線として東西をはしり、上信越自動車道・国道18号が関東方面へ向けて南北にはしる。現在の上越地方は旧頸城郡に当たるため地元では頸城地方（くびきちほう）ともいう。

地理的には、上越地方の多くの地域からは県庁所在地の新潟市よりも隣県の県庁所在地である長野市や富山市のほうが距離が近く、中日本の要素もある。2015年（平成27年）からは北陸新幹線の開通により両市への移動がさらに容易になった（詳細は交通節を参照）。

上越地方と妙高山で向かい合う北信地方（長野県北部）、または親不知で向かい合う富山県とは、飛騨山脈に面するという地理上の共通点や、戦国時代には浄土真宗や上杉氏の地盤であり江戸時代には北陸道と善光寺街道の沿線であったという歴史上の共通点から交流が深く、特に北信地方との繋がりは深い。

また、北信地方や中越地方と並んで、妙高高原をはじめスキー場が多い地帯である。

気候

典型的な日本海側気候で、内陸寄りの地域では積雪深が1mを超える年が多い[4]。豪雪地帯対策特別措置法においては、上越市大潟区・頸城区が豪雪地帯、それ以外の全域が特別豪雪地帯に指定されている。
歴史
古代から平安時代まで

古代日本に統一国家が成立する前には、上越地方は越国に属していた。しかし、ヤマト王権が中央集権国家を成立させると、越国とヤマト王権の連合軍が米山以東に支配圏を伸ばし、越国は越前・越中・越後・佐渡に分割された。

「越後」という名称が歴史に初めて登場する時代に、現在の上越地方にあたる頸城郡は成立した[5]。
