上米の制（あげまいのせい）とは、江戸幕府8代将軍の徳川吉宗が享保の改革の際に出した制度。上げ米の制と表記することもある[1]。享保7年（1722年）に制定された。 大名に石高1万石に対して100石の米を納めさせる[2]代わりに、参勤交代の際の江戸在府期間を半年（従来は1年）とした。幕府の増収に貢献したが、問題点も多く享保15年（1730年）に廃止された。 そもそも上米の制は「御恥辱を顧みられず仰せ出されて候」と述べられるように、幕府財政を各藩に依存するものであり、幕府権威の低下は免れなかった。また、参勤交代の緩和策は江戸藩邸での経費削減につながり、大名の経済力の拡大をもたらしうるものだった。

脚注^ 『改訂 新潮国語辞典 -現代語・古語-』（株式会社 新潮社。監修者：久松潜一。編集者：山田俊雄・築島裕・小林芳規。昭和53年10月30日 改訂第6刷発行）p 23に、｢あげマイ【上（げ）米】徳川吉宗が幕府の財政窮乏を救うため、享保年間（一七一六?一七三五）に諸侯に命じて納めさせた米｣と記載されている。また、2006年3月8日に実施された富山県の公立高校 入学試験の社会の大問3の(2)の2の「改革の内容」の選択肢に、「ウ 上げ米の制, 目安箱の設置, 年貢の率の引き上げ」と記載されています。
