連邦住宅金融抵当公庫（べいれんぽうじゅうたくきんゆうていとうこうこ、英: Federal Home Loan Mortgage Corporation, FHLMC）は、アメリカの金融機関。フレディ・マック（Freddie Mac 以下、本文中に用いる）の通称が広く浸透している。 連邦住宅抵当公庫（FNMA、ファニーメイ）と役割はほぼ同じ。ニューヨーク証券取引所上場の民間企業だったが、2010年7月に上場廃止となった。政府設立の民間企業であり、金融機関の住宅ローン債権を保証するのが主業務。共和・民主を問わず、国民に住宅を持たせることは、世界恐慌の頃からアメリカの国策だった。国策会社として巨大な金融機関へと成長したが、返済能力が低い低所得者の住宅ローン債権を保証していたため、金融危機によって経営危機に陥り、国有化された。 フレディマックという名前はアクロニムである。 2008年9月7日 以下の再建策が発表された。 その後、債務超過となるたびに、財務省から優先株による資本注入を受けていた。1000億ドル近い資本注入を受けいた。ただその後の住宅指標の回復および住宅ローン債権を不正に組成をした大手金融機関などからの賠償で黒字化しており、連邦政府に配当金の支払いを行っている。 フレディマックの主な収益方法は、購入し住宅ローン担保証券（MBS）に証券化したローンに対して保証料を課すことである[1][2][3]。フレディマックMBSの投資家や購入者は、信用リスクを負う代わりに、フレディマックにこの手数料を保持させることを望んでいる。つまり、フレディマックは、借り手が実際に返済するかどうかにかかわらず、元本ローンの元本と利息が支払われることを保証する[4]。フレディマックの金融保証があるため、これらのMBは投資家にとって特に魅力的であり、他のエージェンシーMBと同様、「サブジェクト・トゥ・アナウンス」、すなわち「TBA」市場での取引が可能である[5]。 GSEはコンフォーミング・ローンしか購入できないため、流通市場ではノン・コンフォーミング・ローンの需要が制限されている。. 需要と供給の関係から、通常、ノン・コンフォーミング・ローンを売るのは難しくなる（競合する買い手が少なくなる）。 それぞれの与信限度額を超えると、住宅ローンはジャンボ・ローンとみなされる[6][7]。 FHLMCは、「金利を含む証券は、保証されておらず、米国またはフレディマック以外の米国の機関または団体の債務または義務ではない」と述べている[8]。 FHLMC証券には、政府による償還保証はない。
