ジャン＝シルヴァン・バイイ（Jean-Sylvain Bailly, 1736年9月15日 ? 1793年11月12日）は、フランスの天文学者。フランス革命で活躍した政治家でもある。初代パリ市長。

パリに生まれた。はじめ画家を目指し、劇作なども行ったが、ラカーユの影響で天文学の道に進んだ。1759年に出現した、ハレー彗星の軌道の計算などを行った。1763年にフランス科学アカデミーの会員になり、1783年にアカデミー・フランセーズの会員に選ばれた。木星の衛星に関する著書や、天文学の歴史に関する著書を著した。

フランス革命によって、天文学の研究は中断させられた。1789年の三部会に選出され、テニスコートの誓いの議長を務めた。バスティーユ襲撃の後、1789年7月15日にパリ・コミューンの最初のパリ市長に選ばれたが、シャン・ド・マルスの虐殺事件でデモを鎮圧するために国民軍に発砲を命じたため人気を失い、1791年11月16日に解任され、ナントに隠遁した。1793年末に逮捕され、反革命分子としてシャン・ド・マルスで処刑された。
