シリア人権監視団（シリアじんけんかんしだん、英語: Syrian Observatory for Human Rights ; SOHR、アラビア語: ?????? ?????? ????? ???????）は、イギリスに拠点を置く非政府組織（NGO）である[2]。
シリア人権観測所ともよばれる[3]。 2011年1月に始まったシリア内戦において、反体制派からの情報を収集し、しばしばAP通信・ロイター・フランス通信社などの通信社に、国内の対立の現状や反政府軍の話を提供している[4]。また、アラブ社会の人権団体と協力し、シリア各地にいる活動家の情報を元に各種の統計を集計しているという[2]。 創設者・代表者はラミ・アブドル・ラーマン（ラミ・アブデル・ラーマヌ、Rami Abdel Rahman ; Rami Abdelrahman）。シリア出身[2]の彼は、「2000年にイギリスに移住、コヴェントリーのアパートに住んで洋服店を経営している。祖国のために何かをしたくて、2006年にこの組織をつくった。私はイギリスで生活している唯一の組織メンバーであり、シリア・エジプト・トルコ・リビアに軍人・医師・反政府軍の闘士など200人のボランティア通信員を擁している。誰からも援助は受けていない。」と述べている[4]。 フランス通信社はシリア人権監視団に対して無視できない情報源と評価する一方、同社主要特派員には「この団体が信頼できない組織だということははっきりわかっているが、この世界は競争が激しいから、われわれはそれでも彼らの数字を流し続ける。」と話す者もいるという[4]。例えば、2012年5月25日、シリア西部ホムス近郊のホウラで108人が死亡した事件（ホウラ虐殺）について、この団体は最初、政府軍の砲撃により90人死亡と伝えていた[5]。ところが、国際連合とアラブ連盟の委託を受けた監視員らが5月29日に確認したところ、犠牲者のほとんどは鉈・鎌・剣などの刃物によって殺害されていたことがわかり、国連は同日、虐殺のあった地区が反政府軍に掌握されていたことを明らかにした[4]。
