ウェストミンスター憲章（ウェストミンスターけんしょう、英語: Statute of Westminster 1931）は、1931年12月11日にイギリスの議会が発表した憲章である。イギリス議会が制定した法律としての形式を有する。
概説

これは1926年に出されたバルフォア報告書に基づいて成立していたイギリス連邦体系に法的根拠を与えたものである。この憲章より英国の海外自治領に外交権も与えられ、英国本国とは国王への忠誠で団結（言い換えれば同君連合）した平等な共同体と規定されることになった。

という統治体制で、英国政府が任命する総督の下で自治政府が組織されて内政に関しては自治政府が責任を負う一方で（現在でも英国の海外領土の中にはこのような体制をとるところがある）、法的には各自治領の住民は英国民の一部であり各自治領の外交や領事業務は英国政府や同国大使館・領事館が行うのに対し、同憲章によりこの構造が

となり、英国政府の干渉を全く受けない形でカナダやオーストラリア、ニュージーランドや南アフリカ連邦、また当時はカナダとは別の自治領だったニューファンドランドが、内政や外交、軍事などを行うことができるようになった（オーストラリアやニュージーランド、またニューファンドランドはこの憲章を当初は認めなかった。また、ニューファンドランドは1949年にカナダに併合される）。また、これにより正式にカナダ国籍やオーストラリア国籍などが認められることになる。

この憲章の発表の背景には第一次世界大戦で自治領が発言権の強化を求めてきたことにある。そこで、自治領にある程度の独立性を付与することで、支配権を確保しようと結論したのである。

しかし、この憲章が出た以後もアイルランド自由国など分離独立の動きは止まず、大英帝国の解体は進んでいく。
