アニメーター（英語: Animator）は、アニメーションを作成する職業である。
ストップモーション・アニメーションでは、人形等の動きの設計を担当する者、3DCGアニメーションの制作では動きをつける者のことを示す。
原画が完全にデジタル化されてもなお一定数の人手が必要なため、アニメーション業界は労働集約型産業とされる[1][2]。このためアニメは映像分野の中ではコストがかかるジャンルとなっている[2]。人物についてはアニメ関係者一覧を参照 原画マンは、動きのキーポイントの静止画を作画し、その間の絵をつなげる作業は動画マンが担当する。複雑な動きが要求される場合は原画マンがあらかじめ原画の間に参考絵を足すこともある。出来上がった原画は作画監督にチェックをされる。 担当する者は「原画マン」と呼ばれ、演出家と担当パートの打ち合わせを行い、まず、絵コンテを元にレイアウトを描き起こす。レイアウト作業ではカメラワーク、背景用の原図、動きのラフなどの絵を用意する（レイアウトのみ専門的に人を割り当てる作品もある）。 演出はレイアウト上がりがコンテの内容、演出意図とズレがないかを確認し、必要ならば指示を入れ、作画監督（作監）に渡す。演出、作画監督の修正が入り、チェック済みとなったものがレイアウトバックとして各原画マンに戻される。 複数で作画作業を行なう場合、キャラクター毎に原画を分担させる制作体制を取ることもある。作画効率が低くなる代わりに、1人のキャラクターについて1人の原画マンが一貫して責任を持つため演技の設計が行いやすく、また、原画マンごとにキャラクターの演技や表情に違いが生じないというメリットがある。 日本ではカット毎に原画作業を分担することが一般的で、外注するには都合がよく効率的ではあるが、短いカットの参加では演技設計が難しく、画面や演技の統一感が得られなくなるデメリットがあるため、作画監督が必要となる。 作画監督は動きをチェックして修正したり、原画マンごとに異なるキャラクターの解釈をキャラクターデザインに基づいて修正して画面の統一を図ったりする。
