ジョセフ・ナイ（Joseph S. Nye, Jr., 1937年 - ）は、アメリカ合衆国を代表するリベラル派の国際政治学者。

1958年プリンストン大学を優等（Summa Cum Laude）で卒業、ローズ奨学生としてオックスフォード大学で学び、ハーバード大学大学院で博士 (政治学)の学位を取得。1964年からハーバード大学で教鞭をとり、1995年から2004年7月までハーバード大学の行政・政治学大学院であるケネディスクールの学長を務めた。現在は、ハーバード大学特別功労教授。
カーター政権で国務次官補（Deputy to the Under Secretary of State、1977年-1979年）、クリントン政権では国家情報会議議長（1993年-1994年）、国防次官補（国際安全保障担当、1994年-1995年）として政策決定に携わる。
1995年2月、国防次官補として通称「ナイ・イニシアティヴ」と呼ばれる「東アジア戦略報告(EASR)」を作成。東アジアに約10万の在外米軍を維持する構想を示した。2000年には対日外交の指針としてリチャード・アーミテージらと超党派で作成した政策提言報告「アーミテージ・レポート」（正式名称：INSS Special Report "The United States and Japan: Advancing Toward a Mature Partnership"）を作成、2007年2月には、政策シンクタンク戦略国際問題研究所（CSIS）においてアーミテージと連名で再度超党派による政策提言報告「第二次アーミテージ・レポート」（正式名称："The U.S.-Japan Alliance: Getting Asia Right through 2020"）を作成・発表し、日米同盟を英米同盟のような緊密な関係へと変化させ、東アジア地域の中で台頭する中国を穏健な形で秩序の中に取り込むインセンティブとすることなどを提言している。
1970年代、ロバート・コヘインとともに、国際関係論における相互依存論を提唱。
1980年代のアメリカ衰退論に対し、ハード・パワー（典型的には軍事力や埋蔵資源など）ではなくソフト・パワー（政治力、文化的影響力など）という概念を用いて議論を行い、『文明の衝突』論を提示したサミュエル・P・ハンティントンに対して批判的立場をとった。ジョセフ・ナイはこのソフト・パワー論を通じてアメリカ政治学界の第一人者となる。
